BY-LAWS TO THE G.S.C.A.S.L. CONSTITUTION
ARTICLE I - Committees

Section 1:
There may be a Finance committee, a Legal-insurance committee, a Publicity committee, a Scheduling committee, a Disciplinary committee, an Equipment committee, a Banquet committee, a Rewards committee, and Nominating committee.

Section 2:
All committee members and their commissioners shall be appointed by the President after each annual meeting.

Section 3:
The Executive Board may create such other committees as it may deem necessary to direct and carry on the activities of the G.S.C.A.S.L..

Section 4:
The nominating committee shall propose nominations for office to the Board of Trustees. Nominations will be open from the floor at the general meeting prior to and the annual meeting of the G.S.C.A.S.L.

ARTICLE II - PRESIDENT

Section 1:
The President shall preside at the meetings of the Executive Board, Board of Trustees, and Membership meetings and shall appoint members of all committees. He shall be an ex-officio member of all committees; shall sign such papers as may be required by his office or as may be directed by the Board of Trustees; shall make such reports and recommendations to the Board of Trustees and to the members of the G.S.C.A.S.L. at any regular or special meetings concerning the work and affairs of the G.S.C.A.S.L., as in his judgement may be necessary for their information and guidance; may require such reports from the Treasurer, Secretary, and committee coordinators as in his judgment are necessary, and shall perform such other duties as may be incidental to the office.

ARTICLE III - VICE PRESIDENTS

Section 1:
The Vice-Presidents shall be the Executive Vice-President, Vice-President Youth Division and Vice-President Senior/Open Division.

Section 2:
The Executive Vice-President shall perform the duties of the President in case of his absence, resignation or inability to act. He shall also assist the Registrar for G.S.C.A.S.L. and chairman of the Disciplinary Committee. He shall perform any duties as assigned to him by the Board of Trustees or the President. He shall be the chairman of all Tournament and Play-off committees. The Executive Vice-President is directly responsible for coordinating the activities of the appointed officers excluding the League Registrar. The Executive Vice-President shall also preform such other duties as deemed necessary by the President or the Board of Trustees.

Section 3:
The Vice-President, Youth Division, shall be directly responsible for the activities of the Youth Division. He shall be responsible for all commissioners assigned to the Youth Division and he shall be the G.S.C.A.S.L. representative to Ohio Youth Soccer Association - North (OYSA-N). The Vice-President , Youth Division shall also preform such other duties as deemed necessary by the President or the Board of Trustees.

Section 4:
The Vice-President, Senior/Open Division shall be directly responsible for the activities of the Senior/Open Division. He shall be responsible for all commissioners assigned to the Senior/Open Division and he shall be the G.S.C.A.S.L. representative to Ohio Soccer Association - North (OSA-N). He shall also be chairman of the Select Team Committee for G.S.C.A.S.L. The Vice-President, Senior/Open Division shall also preform such other duties as deemed necessary by the President or the Board of Trustees.

ARTICLE IV - SECRETARY

Section 1:
The Secretary shall notify all individuals who are elected or appointed to any position in G.S.C.A.S.L..

Section 2:
The Secretary shall be responsible for the official records of the G.S.C.A.S.L., and shall act as the official secretary at all meetings of membership, Board of Trustees, and Executive Board.

Section 3:
The Secretary shall also preform such other duties as deemed necessary by the President or the Board of Trustees.

ARTICLE V - TREASURER

Section 1:
The Treasurer shall have custody of all G.S.C.A.S.L. funds, handle disbursements with approval of the Executive Board, keep records of all receipts an disbursements which will be subject to annual audit, report monthly to the Executive Board the financial status of G.S.C.A.S.L.

Section 2:
The Treasurer shall also preform such other duties as deemed necessary by the President or the Board of Trustees.

ARTICLE VI - REGISTRAR

Section 1:
The President will establish and maintain the position of League Registrar. The League Registrar will be responsible for administrating procedures and insuring that all appropriate registrations forms and cards issued meet appropriate standards.

Section 2:
The name of the League Registrar will be provided to the OYSA-N and OYA-N Registrars.

Section 3:
The League Registrar may appoint assistant registrars as necessary to handle the number of players/teams registering each year.

Section 4:
The League Registrar will be responsible for the action and validation of registration cards by any assistant league registrar(s).

ARTICLE VII - COMMISSIONER

Section 1:
The President may appoint one or more commissioners to keep standings within the age groups, report scores, service as a member of the Board of Trustees, and shall provide reports to the Board of Trustees as required.

Section 2:
The commissioner acts as the G.S.C.A.S.L. representative to the teams in his age group for purposes of resolving problems.

ARTICLE VIII - FISCAL YEAR

Section 1:
The fiscal year of the G.S.C.A.S.L. shall be the calendar year, January 1 to December 31.

ARTICLE IX - AMENDMENTS

Section 1:
These bylaws may be amended by a majority vote of the members of the quorum of the Executive Board at any regular or special meeting called for the purpose, provided notice of the proposed change is given in the notice of the meeting at least fourteen (14) days prior to the meeting.

ARTICLE X - APPLICATION FOR MEMBERSHIP

Section 1:
Applications for membership into the association shall be submitted to the Board of Trustees of the G.S.C.A.S.L.. Applications must include a roster of players, managers, coaches, and/or other officials with prospective membership organizations, a constitution, and available field locations.

Section 2:
Players of prospective membership clubs shall register with the League Registrar and submit one picture for the player's and coaches registration pass and a complete roster of players and coaches.

Section 3:
Proof and place of birth and social securty number shall be submitted to the League Registrar for all participating players.

Section 4:
Full payments of dues, bonds, and fees shall be submitted to the Treasurer. no later than a deadline date designated by the Executive Board for the payment of such monies.

ARTICLE XI - AUTHORIZED DELEGATE(S)

Section 1:
The authorized delegate or alternate of each club in good standing upon presentation of credentials signed by the president of his club shall be entitled to approiate number of votes (see Article IX Constitution). He shall be recognized as the only delegate of said club until recalled.

ARTICLE XII - ORDER OF BUSINESS

Section 1:
The order of business for all regularly scheduled meetings of the association shall be:

  1. Roll Call
  2. Additions to agenda
  3. Minutes of previous meeting
  4. Treasurer's report
  5. Committee reports
  6. Commissioners reports
  7. Special reports
  8. Old Business
  9. New Business
  10. Adjournment

Section 2:
Meeting will be conducted according to Robert's Rules of Order.

ARTICLE XIII - MEETING ATTENDANCE

Section 1:
Attendance at meetings is mandatory for all club representatives.

Section 2:
Failure to attend three (3) consecutive meetings may result in dismissal from the membership.

ARTICLE XIV - AGE GROUPS

Section 1:
The age groups established for competition among teams organized under the G.S.C.A.S.L. shall be:

Senior Men's B ...................................30 Years and Older
Senior Women's ...................................30 Years and Older
Open Division ...............................Unlimited Over 19 Years
 
A Division (Youth)....................................Under 19 Years
AA Division (Youth)...................................Under 17 Years

B Division (Youth)....................................Under 14 Years
CC Division (Youth....................................Under 12 Years
C Division (Youth)....................................Under 10 Years

D Division (Youth)....................................Under 6 Years

Section 2:
No player may exceed the maximum age for said related age division on August 1 of the seasonal years. Senior Men's B and Women's over 30 division teams may have up to TWO players who are at least 28 yrs. old before August 1 of the seasonal year.

Section 3:
It is permissible for three (3) players to move up to higher age group and play (3) three games. A fourth game played in a higher age group automatically makes the participating player a member of that team. Player movement can occur only if there is a roster opening and with exception to those senior players who wish to play both Senior Men's/Women's and Open Division.

Section 4:
The mobility of players from a lower division to a higher division is restricted to teams within the same club.

Section 5:
No player may play for more than one team (with exception to rules governing player mobility to a higher division team within his own club and with exception to those senior players who wish to play both Senior Men's/Women's and Open Division) nor in more than one age group during a given season. A player is restricted to playing for teams within a single club during a given season.

Section 6:
Any division can be subdivided depending on the number of teams participating in that division.

ARTICLE XV - REGISTRATION

Section 1:
The League Registrar of the G.S.C.A.S.L. shall register all participating players. Proof of age shall be submitted by coaches/managers to the registrar(s) for all players on the roster. Players registration passes shall be validated every year by the registrar(s) and team coaches passes. Each pass must be updated every two years in the youth age groups.

ARTICLE XVI - LENGTH OF GAMES
Section 1:
The length of games within the G.S.C.A.S.L. are as follows:

Senior Men's A & B Division .................... Two halves of 45 min. each
Senior Women's Division .........................Two halves of 45 min. each
Open Division ...................................Two halves of 45 min. each

A Division (Youth)...............................Two halves of 45 min. each
AA Division (Youth)..............................Two halves of 45 min. each
BB Division (Youth)..............................Two halves of 40 min. each
B Division (Youth)...............................Two halves of 35 min. each
CC Division (Youth)..............................Two halves of 30 min. each
C Division (Youth)...............................Two halves of 25 min. each
DD Division (Youth)..............................Two halves of 24 min. each
D Division (Youth)...............................Two halves of 20 min. each

Section 2:
There shall be no less than a rest period of five (5) minutes between halves.

Section 3:
No overtime shall be allowed in regular season games. Games ending in a tie shall be recorded as a tie.

Section 4:
Tournament, cup, or other special games may be governed by their own rules if said tournament, cup, or special games are outside the jurisdiction of the G.S.C.A.S.L.. G.S.C.A.S.L. sponsored tournaments, cups, or special games will be governed by the G.S.C.A.S.L. and fall on the responsibility of the Tournament committee.

The maximum number of players placed on a roster may be:

Section 4:
All players on the roster are eligible to play in any game but not more than one (1) game per day.

Section 5:
A player transferring during the season is prohibited except for the following:

  1. A player may not transfer during the season unless the team for which he/she plays suspends operation for the remainder of a seasonal year.
  2. No player, from a team that suspends operation, may be transferred to a team in contention for a playoff position.
  3. Players from a team that suspends operation who wish to be transferred to another team must submit a request for said transfer to the Executive Board in writing. The Executive Board will then determine the team to which said player(s) will be assigned.
  4. Transfers may occur at any time during the seasonal year providing all said criteria is followed. No transfers will be permitted without Executive Board approval nor for any conditions other than specified in the above rules.

Section 6:
No team may Acquire more than four transfer players in any one year.

Section 7:
No players may be added to the roster after the fifth (5th) game of the spring season; after fifth (5) game of the summer; or after the fifth (5th) game of the fall season. In any case, no team roster may exceed the maximum limitation.

ARTICLE XVIII - FEES

Section 1:
Each club registering with the G.S.C.A.S.L. shall submit a bond of $50.00 (or $70.00 if registering a senior or open division team) to guarantee the payment of delinquent official's fees, fines, or any other encumbrances against the club.

Section 2:
The G.S.C.A.S.L. reserves the right to draw on a club's bond to cover property damages; to pay an official in the event a team of that club fails to pay said official or is unable to do so; to pay an official in the event a team of that club forfeits a game; and to draw on said bond to pay for all fines levied against said club. In any case, said club will be notified in writing by the Treasurer of any draws on said bond.

Section 3:
All clubs will be liable for property damages caused by them in excess of the balance of their bonds.

Section 4:
In the event a club bond is depleted, it must be replenished to the full amount as specified by the Executive Board. If a club fails to replenish said bond, all games of teams of that club will be forfeited by a score of 1-0 until said bond is replenished.

Section 5:
Registration fee per team per season shall be set by the Executive Board prior to registration. Notification of fee shall be included in registration materials.

Section 6:
Further assessments of teams shall be made only upon a majority vote of the Board of Trustees following a motion and second for said assessment(s).

ARTICLE XIX - G.S.C.A.S.L. TOURNAMENT, CUP, OR OTHER SPECIAL GAMES

Section 1:
All games shall be played under the rules of F.I.F.A. except as stated below:

  1. A team shall forfeit its scheduled game when it is more than fifteen (15) minutes late. The referee may leave the field and report to the G.S.C.A.S.L. a score of 1-0 for the team who is present. The referee is entitled to full payment from the team who forfeited.
  2. No extension to the fifteen (15) minute grace period shall be allowed. The home team is responsible for having the field prepared by the scheduled game time. A team that fails to perform its responsibilities for field preparation shall be caused to forfeit the game by a score of 1-0 (the fifteen minute grace period shall be permitted if necessary).
  3. As otherwise noted in these By-Laws.

Section 2:
Every club/team must furnish the League Registrar with the colors of each team's uniform to avoid duplication. The team captain shall be identified by the referee according to jersey number.

Section 3:
Soccer shoes made of leather or canvas are recommended but steel tips or aluminum cleats are prohibited in B division (Youth) and below. Shinguards are mandatory for all age groups.

Section 4:
The home team shall be responsible for the condition of the playing field including field markings, goal nets, and corner flags. The referee shall supply the flags to be used by the linesmen.

Section 5:
The home team shall provide an acceptable game ball of synthetic leather or waterproof material (18 or 32 panel ball). All age groups will use size #5 balls (27-29 inches in circumference) except for CC and C Divisions which use the #4 ball and DD and D which use #3 ball.

Section 6:
A team roster shall be filled in by both teams before submitting to the referee. The team roster card shall contain the appropriate information about players such as age group, team names, names of players, name of coach, date of game, and the player pass numbers for all players. Also, the jersey numbers of each player is to be included on the team roster.

Section 7:
No overtime will be allowed in regular season G.S.C.A.S.L. games.

Section 8:
Pairings for league, cup, or tournament play shall be determined by a draw conducted by the Executive Board. Seeding for such games shall be by recommendation of the tournament committee and approved by the Executive Board.

Section 9:
Referee fees for League, cup or tournament games shall be payed by the Treasurer.

Section 10:
Tournament and/or Cup games supersede scheduled G.S.C.A.S.L. games. The Executive Board shall reschedule games per Article XXXI.

ARTICLE XX - GEOGRAPHIC CONFINES OF THE G.S.C.A.S.L.

Section 1:
The geographic confines of the G.S.C.A.S.L. shall be all of Stark County Ohio, and such other geographic areas in contiguous counties as may be, from time to time, approved by the Executive Board.

ARTICLE XXI - DISCIPLINARY RULINGS AND PUNISHMENTS

Section 1:
Clubs will be held responsible for the conduct of their coaches, club officials, players, and spectators. If any of the aforementioned engage in unbecoming conduct before, during or after either home or away games, the Disciplinary committee will take action according to the following. Persons are defined as players, coaches, club officials and spectators.

  1. Persons guilty of violent conduct or serious foul play (Law XII section (n) FIFA Laws Of The Game) before, during, or after the game shall receive a two (2) game minimum suspension for that offense.
  2. Persons guilty of using foul or abusive language (Law XII section (o) FIFA Laws Of The Game), or threatening gestures, before, during, or after the game against other players, coaches, referees, officials, or spectators, shall receive a minimum of a one (1) game suspension as reported by the referee.
  3. Any persons sent off the field by the referee shall receive a minimum suspension of the game they were ejected. The G.S.C.A.S.L., Inc. Disciplinary board will be the sole judge of length of suspension, according to the seriousness of the offence, as judged by the referee and coaches report.
  4. Players, coaches, managers, or club officials guilty of pushing, striking, or physical abuse in any form at the referee, or other coaches, club officials, etc. shall receive a minimum of ONE YEAR suspension.

Section 2:
Coaches, managers, or other membership club officials who make threatening gestures or use abusive language to opposing players, coaches, referees or other officials shall be disciplined according to the following schedule.

  1. FIRST OFFENCE A letter shall be sent to the offender by the Executive Board and he/she shall be placed on probation for a minimum of ONE YEAR.
  2. SECOND OFFENCE The offender shall be suspended for ONE FULL YEAR from participating in G.S.C.A.S.L. activities in any form.
  3. THIRD OFFENCE The offender shall be BARRED FOR 99 YEARS from participating in G.S.C.A.S.L. activities.

Section 3:
Any coach or club official who orders his team off the field during a game and refuses to complete the game may be prohibited from assuming any position of leadership within the league for a minimum of one year. Position of leadership shall be defined as being a coach, club representative to the G.S.C.A.S.L., committee chairman, or an elected official.

Section 4:
All disciplinary actions taken that would not normally be fulfilled during the current seasonal year shall carry over into the succeeding seasonal year(s).

Section 5:
Persons involved in falsification of records of players, scores, etc., shall be ground for disbarment from future participation in the G.S.C.A.S.L..

Section 6:
Any person found guilty of violating the Constitution, Bylaws, or regulations of the G.S.C.A.S.L. shall be asked to appear before the Board of Trustees and given a chance to justify his actions.

Section 7:
Member clubs are responsible to ensure that disciplinary actions and punishments of the G.S.C.A.S.L. towards players, coaches, managers, and other officials of said club are enforced.

Section 8:
Initiation of disciplinary procedures by the disciplinary committee can occur from a referee report, an official protest, or in a letter to the President within 72 hours of the alleged offense..

Section 9:
The failure of the winning team to report the game score within 24 hrs. of the date the game is played will result in a 0-0 tie.

Section 10:
Persons guilty of repeated voilations of any provision of this article shall be subject to such additional penalties as the Board of Trustees may deam, in their sole descreation, necessary.

Section 11:
Any person penalized by action of the disciplinary committee has the right to appeal their decision to the Board of Trustees within thirty days in writing.

Section 12:
The President has the sole discretion to temporarily suspend any disciplinary action subject to the pending decision of the disciplinary committee.

ARTICLE XXII - FORFEITS

Section 1:
A team who forfeits its scheduled league game shall pay the referee in full and face disciplinary action by the Board of Trustees.

Section 2:
Second and Third forfeitures by a single team in one season shall be punishable with a $10.00 fine.

Section 3:
A Fourth offense by a single team for forfeiture in any one season may result in suspension of that team from the G.S.C.A.S.L..

Section 4:
All fines levied against a team by the G.S.C.A.S.L. shall be paid before the next game or fines may be drawn from the club bond. Failure to comply with the payment of fines will result in the team forfeiting all succeeding games until the fines are paid.

ARTICLE XXIII - REFEREES

Section 1:
The assigning of referees to G.S.C.A.S.L. games is the responsibility of the President. He may delegate his authority to an assignor or others as he and the Board of Trustees deems appropriate. He may negotiate a contractual relationship on behalf of the G.S.C.A.S.L. if appropriate.

Section 2:
Referees shall be required to send a completed referee report to the Chairman of the Referee Committee immediately after each completed game. The Chairman of the Referee Committee shall furnish the G.S.C.A.S.L. with a copy of said report no later than 48 hours after the completed game.

Section 3:
Referee fees are determined yearly and notification of said fees will be included in registration materials. The cost of a referee shall be shared equally between the two teams. The referee is not entitled to payment when he arrives more than fifteen(15) minutes late for a scheduled game.

Section 4:
In the event a referee fails to report for a game, coaches/managers of the two teams may appoint an acting referee in the absence of the appointed referee and play the scheduled game. The acting referee is entitled to full payment.

Section 5:
The G.S.C.A.S.L. recommends that the referee be physically on the playing field a minimum of 15 minutes prior to the regularly scheduled playing time. During this time, he shall inspect the filed of play and fulfill his duties for this time as stated in the F.I.F.A. Laws Of The Game.

Section 6:
The referee shall have the deciding vote determining the playability of the field depending on weather conditions. If the referee determines the field to be unsuitable for play, no G.S.C.A.S.L. sanctioned game shall be played. He must report to the Chairman of the Referee Committee of all postponed games. The Chairman of the Referee Committee shall report such matters to the President who will make arrangements for the rescheduling of said game(s).

Section 7:
Registration passes of ejected persons shall be retained by the referee and forwarded to the President with a full report concerning the incident.

Section 8:
The referee has the authority to call off a game because of unsportsmanlike conduct of persons or other infringements of the objectives of the G.S.C.A.S.L.. A full report must be submitted to the President.

ARTICLE XXIV - RESCHEDULING G.S.C.A.S.L. GAMES

Section 1:
The Executive Board in cooperation with the President shall reschedule postponed games if possible before the next regular season game but not later than a date designated by the Executive Board as deadline for said postponed games for make-up.

Section 2:
All games that are postponed shall be made up within the shortest time possible. The Executive Board shall work in cooperation with the teams involved to arrive at a convenient make-up date. However, in the event the team involved cannot agree on a make-up date, or the game is not made up within two weeks of the postponed date, or the postponement occurs within the last two weeks of the regular season, the Executive Board shall schedule the game for the teams and make a formal notification to the teams involved (either written or phone communication). Teams failing to report for the rescheduled game shall forfeit said game by a score of 1-0.

ARTICLE XXV - PLAYER REGISTRATION PASSES AND COACHES

Section 1:
No player or coach may participate in a game without properly authorized passes. Any person(s) found participating without an authorized pass will be considered ineligible. The team shall forfeit the game(s) played in by a score of 1-0.

ARTICLE XXVI - PROTEST
Section 1:
The Executive Board shall deal with all protests on game reports.

Section 2:
Such protests shall be written in triplicate with one copy for the opposing team and one copy mailed with a fee of $25.00 by registered mail to the President within 48 hours after the date of the game.

Section 3:
Protest fees shall be returned if the protest is upheld by the Executive Board.

Section 4:
The referee's judgements with regard to the physical condition of the field and its acceptance for play, to the actual happenings and occurrences related to the conduct of the game, and to those perogatives granted to him by the Laws of the Game as published by F.I.F.A. SHALL NOT BE CHALLENGED at the game.

ARTICLE XXVII - PROCEDURE FOR STATEMENT OF AN APPEAL TO AN EXECUTIVE BOARD DECISION

Section 1:
Actions of the Executive Board may be appealed to the Board of Trustees.

Section 2:
The people present, besides the person appealing, will be the Board of Trustees only.

Section 3:
The process for the hearing of the appeal is as follows. The appeal Process shall begin with a concise statment by the person who is appealing the decision.

  1. Statement by the person who is appealing the decision.
  2. If any witnesses are to appear on behalf of the appealing party, the witness will appear before the Board of Trustees alone and be limited to 5 minutes.
  3. The result of the findings will be sent to the person or persons involved within two weeks from the meeting night in writing.

Section 4:
An appeal to Ohio Youth Soccer Association -North must be done through appropriate channels.

ARTICLE XXVIII - NON-G.S.C.A.S.L. GAMES

Section 1:
All non-G.S.C.A.S.L. games played during the regular season shall be reported to the G.S.C.A.S.L. and formally approved by the Executive Board 72 hours prior to the time of the game.

Section 2:
G.S.C.A.S.L. games shall supersede all non-G.S.C.A.S.L. games. Any team(s) failing to fulfill their obligation to the schedule of the G.S.C.A.S,L. shall forfeit said game(s) and be fully liable for referee fees.

ARTICLE XXIX - RULES MODIFICATIONS

Section 1:
The G.S.C.A.S.L. reserves the right to modify the playing rules of F.I.F.A. to correspond with the expressed needs of this League.

Section 2:
Modifications for respective age divisions are as follows:

  1. Unlimited substitutions will be permissible in all age groups of the G.S.C.A.S.L. with the consent of the referee at the following times:
    1. Prior to a throw-in in your favor
    2. Prior to a goal kick by either team
    3. After a goal by either team
    4. After an injury by either team when the referee stops play
    5. At half time
  2. CC and C Division games shall be permitted to take "short corners" from the intersection of the penalty area and endline on the respective side of the field where the ball left the playing area.
  3. All Senior Men's and Senior Women's Divisions do not permit slide tackling.
  4. Open Division special rules ar as follows. Unlimited substitutions will be permissible in the open division of the G.S.C.A.S.L. with the consent of the referee at the following times:
    1. Prior to a throw-in in your favor
    2. 2. Prior to a goal kick by either team 3. After a goal by either team 4. After an injury by either team when the referee stops play 5. At half time

Section 3:
The President may also establish other league standards that may vary, within reason, from league standards that may vary, within reason, from the F.I.F.A. rules or these By-Laws, subject to the decision of the Executive Board.

ARTICLE XXX - SEASONS OF PLAY

Section 1:
The seasonal year for scheduling amateur soccer events of the G.S.C.A.S.L. shall parallel United States Soccer Federation seasonal year and sub-division of seasons shall be according to the discretion of the Executive Board.

ARTICLE XXXI - THE SCHEDULE

Section 1:
The schedule shall be considered final after being approved by the Executive Board.

Section 2:
No schedule changes shall be made during the season of regularly scheduled games with the exception of postponement by the referee. Changes in the schedule may be made only in the event circumstances related to the use a field arises which is beyond the control of this association, In all other cases, no such schedule change shall be permissible.

Section 3:
Prior to the beginning of the season on a date specified by the Executive Board, all teams will provide the commissioner with pertinent information that will be necessary in making out the league schedule.

ARTICLE XXXII - THE G.S.C.A.S.L. DIVISION STATUS WITH OHIO YOUTH SOCCER ASSOCIATION - NORTH

Section 1:
The Executive Board of the G.S.C.A.S.L. will inform Ohio Youth Soccer Association - North which youth age group divisions require competetive or recreational status.

Section 2:
The Executive board will divide the age group divisions by the following schedule:

  1. All D, DD age groups will be considered recreational.
  2. The B, C, and CC age groups will be competitive unless a sufficient number of teams exist for a recreational division.
  3. The B, C, and CC age groups will be divided, when a sufficient number of teams exist, into a division 1 and division 2.
  4. The BB, A, and AA age groups will all be competitive unless a sufficient number of teams exist for a recreational division.
  5. The BB, A, and AA age groups will be divided, when a sufficient number of teams exist, into a division 1 and division 2.

Section 3:
The Executive Board will make available to the membership in the registration materials the cost difference set by Ohio Youth Soccer Association - North.

ARTICLE XXXIII - GOVERNANCE

Section 1:
The G.S.C.A.S.L. and its governing bodies shall be the final authority on all matters. All decisions of the governing body shall be final so long as said decisions are not in conflict with this constitution and by-laws.

ARTICLE XXXIV - BANK DEPOSITS

All general funds of the corporation shall be deposited by the Treasurer as the same shall be received by him in such bank or banks or other institutions as the Board of Trustees may from time to time direct, in the name of the Greater Stark County Amateur Soccer League, Inc. and shall be withdrawn only by checks, signed by any one of the officers or trustees or as otherwise directed by the Board of Trustees from time to time.

ARTICLE XXXV - ACCOUNTING

Full and complete books of accounts shall be kept and maintained by the Treasurer for review by the Board of Trustees at their annual meeting and at such other times as the Board of Trustees or the President may reasonably require. The books of account shall be otherwise maintained on a basis in accordance with generally accepted accounting principles, consistently applied, and shall list all items of income and expense.

AMENDMENT I

The Board of Trustees of the Greater Stark County Amateur Soccer League, Inc. amended the Bi-Laws as follows:

Article XXI section 1 (a), (b), and (c):
ARTICLE XXI - DISCIPLINARY RULINGS AND PUNISHMENTS

Section 1:
Clubs will be held responsible for the conduct of their coaches, club officials, players, and spectators. If any of the aforementioned engage in unbecoming conduct before, during or after either home or away games, the Disciplinary committee will take action according to the following. Persons are defined as players, coaches, club officials and spectators.

  1. Persons guilty of violent conduct or serious foul play (Law XII section (n) FIFA Laws Of The Game) before, during, or after the game shall receive a two (2) game minimum suspension for that offense.
    1. Suspension minimum reduced to two games plus the game red card occurred.
  2. Persons guilty of using foul or abusive language (Law XII section (o) FIFA Laws Of The Game), or threatening gestures, before, during, or after the game against other players, coaches, referees, officials, or spectators, shall receive a minimum of a one (1) game suspension as reported by the referee.
    1. Suspension minimum reduced to one game plus the game red card occurred.
  3. Any persons sent off the field by the referee shall receive a minimum suspension of the game they were ejected. The G.S.C.A.S.L., Inc. Disciplinary board will be the sole judge of length of suspension, according to the seriousness of the offense, as judged by the referee and coaches report.
    1. Suspension minimum reduced to the game red card occurred at the discretion of the Disciplinary Board.
